Holy Paladins are taking a pretty big mana regen hit with the change to how Judgement works. Holy is also losing a lot of constant heal-steaming through Beacon of Light only transfering a selected few spells now. Holy also completely lost its second sprint through the Holy Radiance change, and can now only proc Speed of Light through Divine Protection.

Restoration Shamans on the other hand are actually getting buffs in the long run. Really, the only thing that is going to be nerfed for shamans in 4.3 is Wind Shear, and let's be honest, it was absurd for a healing spec to have access to that anyway on top of grounding totem. They are getting a new effect tied to Ancestral Healing, which can now increase the target's max HP by up to 10%. Not groundbreaking by any stretch of the means,but for a buff that received no counter-nerf it's pretty awesome. Riptide's Heal-Over-Time coefficient is also being increased by a whopping 50%. It's going to be funny watching a PvP Resto Shaman's Riptide heal more than a PvP Resto Druid's entire HoT arsenal. ;)

Priests, especially Shadow and Discipline, really shine in the 70's bracket. It's in the level zone where mana is really not an issue for healers, which is really one of only two weaknesses the healing Priest has at 85. Quite frankly, all healers in the 70's bracket with decent gear are pretty much unkillable unless focus-bursted.
